There are villains, and there is the Joker - A villain so twisted and malevolent that he exceeds the Dark Knight's heroism.
Over the years, Joker committed numerous disturbing crimes and acts that shook the entire DC universe. While it's tough to list down all of them, here are the top ones
Makes Superman a killer
Joker is extremely intelligent and understands human psychology like no one else. He understands the caped crusader so well that he can almost predict Batman's next step almost every time. But then Batman is the greatest detective, and he finds a way to bring the Joker back to Arkham Asylum.

What happens when Joker plots against someone who is not as calculative or dark as Batman?
The answer is in the pages of Injustice: Gods Among Us. Joker nukes Metropolis and tricks Superman into killing his pregnant wife, Lois Lane. It drives Superman crazy and turns him into a ruthless dictator. Superman kills Joker with his bare hands in cold blood.
The crazy part was that Joker knew Superman would kill him, yet he planned it all just to prove to Batman that anyone can be turned into a villain.
Beats Robin to death
Jason Todd, the second Robin, was relieved from crime-fighting by an enraged Bruce Wayne, aka Batman. Later, Jason with Bruce sets out to foil a terrorist plan and find Jason's biological mother. Jason finds his mother, and they have a very emotional reunion. However, Joker had other plans for Jason and his mother.

Ultimately, Joker captures Jason, beats him to a pulp, and then kills both him and his mother! The incident was disturbing and shocking. Although Jason Todd returns as Red Hood, this incident still haunts Batman.
Cuts off his own face
In Detective Comics #1 (New 52), Joker makes the dollmaker cut his face out, nail his face on a wall of Arkham Asylum, and escapes! He returns after a year to reclaim his rotting face and wears it as his new face.

Imagine John Woo's Face/Off but terrifying! Joker kept the face on, and with time it only got scarier.
Assaults Barbara
Alan Moore's The Killing Joke is still considered one of the best Batman comics till today. While the storyline was great, few readers found Joker's assault on Barbara Gordon quite disturbing.

Joker shoots Barbara point-blank, shattering her spine, kidnaps her, and photographs her completely naked only to show it to James Gordon, her father. He did all these just to drive Gordon mad and make a point that one bad day can turn the sanest man insane!
Blows up a school!
In a 3-issue miniseries called Batman: Cacophony written by Kevin Smith, Joker shocks the entire Gotham city by blowing up a school full of kids!

In this storyline, a villain named Maxie Zeus uses the Joker poison to create a new kind of drug, and he distributes the drug to children. Joker didn't like it, and he solved the problem by blowing up the school with the kids inside!
